I've got compact Willie and Max slant bags. I mounted them under the pillion seat and they just fit. They are right up against the tail lights. IF any larger bag was going to fit, lengthwise, the yoke would have to be offset to the rear. I don't remember seeing bags like that (the yoke always being in the center).
I never thought about putting them under the front seat. It never seemed to be a considerations. I'd be curious to eventually see a picture of how that looks.
The 11" length makes the bags somewhat impractical for carrying notebooks, books and magazines. My current bags are impractical but I did not buy the bike for practicality anyway.
